Despite the legal promise of Animal Protection Law No. 5199 … which requires humane capture, vaccination, sterilization and return, the new amendments cut through those principles. Municipalities are pressured to remove strays without adequate infrastructure, leading to overcrowded shelters and mass displacement.
Opposition is fierce … thousands have marched in Istanbul and Ankara, banners held high declaring: “Withdraw the bill!” and “Shelter is not sanctuary”. But the Constitutional Court upheld the law and protests are met with police force. Through it all, Turkish animal rights organisations continue legal action, education campaigns and pressure for positive change . Local vets and shelter volunteers risk burnout, yet they refuse to abandon the vulnerable beings they’ve come to know by name, not number. These heroes remind us: there is another path. International organizations have offered expertise in humane population control strategies like capture–neuter–vaccinate–return (CNVR), proven effective elsewhere. Turkey is at a crossroads. Its authorities choose a sweeping, opaque approach. But countless grassroots advocates stand firm … advocating transparency, genuine care and public accountability.
To everyone standing in clinics, protest lines and community networks … your work matters. The animals you support still deserve their chance. Let that promise guide us beyond policies rooted in removal, toward real stewardship … 🙏🏼
