This is the Percussive Micro-Fracture Technique, a mechanical method to break the internal bond of dried paint without using harsh chemical strippers.
The critical step is the impact-vibration shock. By laying the hardened brush on a flat, solid surface and strikes the bristles firmly with a small hammer, you send high-frequency vibrations through the dried paint. Because the paint is brittle and the bristles are naturally flexible, the impact causes the paint to fracture into microscopic dust, while the bristles remain intact. As you continue the rhythmic beating, the "solid" mass disintegrates, allowing the filaments to regain their independent movement and original spring.
