He observed that Western societies viewed democracy almost as a sacred principle, a moral good in itself while Asian societies saw democracy as a tool, valuing political systems based on the results they provided, such as order, growth, and social harmony.
He often warned that introducing or allowing democracy too quickly in fragile, multiethnic states could fuel populism, ethnic politics, and short-term thinking, which would undermine long-term governance and national stability.
For Singapore, he believed that legitimacy came not just from elections but from effective governance, improved living standards, and social stability, arguing that political structures should support societal goals, not the other way around.
