Citizens can self-enumerate online via a mobile app in 16 languages, making data collection faster and more accurate. The exercise has two phases: Phase 1 (House Listing & Self-Enumeration) runs from April 1 to September 30, 2026, while Phase 2 will cover population and caste enumeration later. Phase 1: Houselisting & Housing (April – Sept 2026) What is declared: Details about the building material, number of rooms, and household assets (e.g., "Do you have a laptop?" or "What is your main source of drinking water?"). 2. Phase 2: Population Enumeration (February 2027) What is declared: Personal details like age, religion, occupation, education, and—for the first time in decades—caste. 1. Self-Enumeration: Citizens can now fill out their own data via a dedicated web portal using a mobile number. 2. The Registrar General has clarified that no physical documents are needed to prove your answers like adhar pan card etc. 3. Under Section 15, the individual data you provide is strictly confidential. It cannot be used as evidence in court or accessed via the RTI Act. 4. For the first time, questions regarding digital literacy and (as per recent FAQs) even the status of live-in relationships within households may be captured for more accurate social mapping. 5. Enumerator training has already begun across many parts of the country. This also makes it a timely moment to revisit past challenges and ensure that technology helps close existing gaps, not widen them. In Delhi, for example, a survey led by Indu Prakash Singh in 2001 counted 52,765 homeless individuals, while the 2001 Census recorded only 24,966—less than half. A similar gap appeared later: the team counted the figures to be 88,410 in 2008, but the 2011 Census reported 46,724. Used well, technology can close long-standing gaps. Used poorly, it risks entrenching them. The outcome will depend on how it is implemented. ...........................
