When that stored energy is released through large penstocks, the water exits at extremely high velocity and pressure. At those speeds, water no longer behaves the way we experience it in everyday life. The momentum and mass flow can create a force strong enough to destabilize a person instantly. What appears to be a simple stream can act almost like a solid barrier because of the kinetic energy concentrated in that flow. The wider the pipe and the greater the pressure head, the more energy is being discharged every second. Standing close to that kind of release is not just risky.
