Instead of highlighting a specific bill, I’m walking through how you can sign up to provide oral or written testimony on legislation being heard in the Maryland House of Delegates. Oral and written testimony registration opens for 10 hours, two business days before a scheduled hearing, from 8:00 a.m. to 6:00 p.m. Business days do not include weekends. Registration is completed through the MyMGA system at mgaleg.maryland.gov. Once the sign-up period closes, you cannot switch between in-person and virtual testimony. That’s a wrap on our February Board of Commissioners meeting. After executive session, we came back to vote on several resolutions I put forward… and I know this may shock you… some of them were voted down. I proposed setting aside 2% of the FY2026 budget for affordable housing, homeless prevention programs, and supportive services. It did not pass. Two Republicans and two Democrats who consistently vote conservatively formed the majority and voted no. Affordable housing is not a partisan issue. It is a people issue. There was also a proposal for a multi-family development in District 4 that would include 15 affordable units. That item was held for “more discussion.” The need is clear. The funding is available. I will continue pushing. We also received an update on the 2026 legislative session, including a bill limiting personal device use in K through 8 classrooms. As a law professor and educator, I fully support removing cell phones from classrooms. Our students deserve focus, structure, and an environment built for learning. And while my reappointment of Dr. Karchiek Sims-Alvarado, @historianinheelsofficial, a brilliant professor from Morehouse School of Medicine, was not approved by the majority, Chairman Pitts indicated he will appoint her himself. The important thing is that she will serve. And I am grateful for that outcome. Wins and losses happen in public service. But I will always fight for affordable housing, smart education policy, and qualified leadership at every table. #CommissionerMoIvory #MoKnows #District4

What does this mean? The address outlines the administration’s priorities and sets the tone for the legislative work ahead this session. • Senate version of the 287(g) bill – The House passed legislation prohibiting Maryland jurisdictions from entering into 287(g) agreements with federal immigration authorities. What does this mean? The measure establishes a statewide prohibition on those agreements moving forward. • House Resolution honoring visiting monks – The Maryland House of Delegates welcomed monks who traveled more than 2,300 miles on foot from Texas and presented them with a resolution recognizing their efforts to promote peace. What does this mean? The House conducts the people’s business while also recognizing extraordinary acts of commitment and service. Unfortunately, though, my bill on prohibiting state contracts for immigration enforcement activities (HB 4150) did not proceed with them.
