Palpatine wanted a weapon of fear. Thrawn wanted a weapon of war. Though seeing 500 Star Destroyers drop out of hyperspace would have been far more terrifying than the Death Star. 10 Star destroyers alone could make a planet uninhabitable. And it would be far harder to lose against the rebels. The loss of one Star Destroyer is tragic, but not crippling. The loss of the Death Star was catastrophic. But I would imagine Palpatine being afraid such a force could turn on him. To unleash such a force would require of Palpatine the unimmaginable: to slightly put his ego aside and to give others a little bit more independence. I mean, Palpatine quite literally put his throne above the reactor of the Death Star, you don't get more in control of a force than that. The death of an empire is often like the death of a company: rooted in bad management. After Palpatines death the New Republic spent a decade or two hunting down every Imperial Captain that declared themselves king of a planet using the power of a Star Destroyer. Not unlike the fragmentation of the Roman Empire, except in that case, it was basically total anarchy. The Empire was a perfect analogy to how most empires and dictatorships in their late-stage listen more to the ego of the emperor than to the minds of brilliant strategists, and that's how aforementioned strategists decide to divide the empire and to rule whatever small piece of it they manage to get for themselves.
