Principal Secretary Dr. Sampath Kumar, IAS, Community & Rural Development, spoke about the potential of the VB-G RAM G framework as a programme that can bring assured resources to villages every year, while strengthening planning from the village level up to the state. With a clear system linking Village Employment Councils, Blocks, Districts, and the State, the effort is aimed at making development more coordinated, transparent, and closer to people. He emphasised that leadership should start at the block level, where officials are closest to communities and where Village Employment Councils can play a stronger role. Encouraging blocks that are performing well to share their experiences can also help improve participation and confidence across regions. For Meghalaya, he noted, this approach fits well with the State’s realities. The presence of indigenous communities and many hard-to-reach villages means community engagement is already a strength. If used effectively, the scheme can support both livelihoods and rural infrastructure, with additional provisions such as up to 125 days of employment creating meaningful support for households. He also highlighted that Meghalaya has the opportunity to showcase good practices to the rest of the country and aim to become a leading state in implementation.
