CSRetired Air Force Lt. Gen. Dan “Razin” Caine noted his “unconventional” nomination during his confirmation hearing Tuesday to be the next chairman of the Joint Chiefs of Staff as he vowed to reform the nation’s fighting force.
“I acknowledge I am an unconventional nominee. These are unconventional times,” he said in his opening statement before the Senate Armed Services Committee.
Lt. Gen. Caine, a retired three-star general who has never overseen a branch of the armed forces, led a major combatant command or managed a large division, told senators he was seeking “to earn your trust and the trust of the American people.”
“As we sit here now, our nation faces an unprecedented rise in global risk. Our adversaries are advancing, global nuclear threats are on the rise, and deterrence is paramount. Our national defense requires urgent action and reform across the board. We must go faster. We must move with a sense of urgency,” he said.
“We can never forget that our No. 1 job is to create peace through overwhelming strength, and if need be, fight and win our nation’s wars.”
Lt. Gen. Caine was nominated to become the highest-ranking military officer after the late-night firing of Gen. Charles “CQ” Brown on Feb. 21.
He was commissioned in 1990 as an Air Force officer and has flown more than 150 combat hours in his career. He has also served in the Air National Guard, the Joint Special Operations Command and at the CIA as the associate director of military affairs.
The lieutenant general thanked Gen. Brown for his decades of “selfless service to our nation” and said he accepted the nomination out of a sense of duty.
“In our family, we serve,” he said. “When asked, we always say yes.”
Senators on both sides of the aisle appeared receptive to his nomination even though Sen. Jack Reed (D-RI), the panel’s ranking member, said he was “deeply concerned” about the firing of Gen. Brown with no reason cited.
