During the Green Revolution: • High-yield varieties of wheat and rice were introduced • Irrigation expanded in select regions • Fertiliser subsidies were prioritised • Government procurement (MSP + PDS) strongly supported wheat and rice Millets, mostly grown in rainfed areas, did not receive the same institutional backing. For farmers, the choice was rational: Grow what has assured buyers. Grow what has state support. Grow what reduces risk. Over time, production patterns changed. Then consumption patterns changed.
