The law being described in the meme is Newton's first law. It is often stated as "An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force." While this could be said as 'If you don't move something, it doesn't move', the real idea that it is attrempting to convey is the idea of inertia. Inertia is the tendency of an object to resist changes to it's motion. Mass is a measure of inertia. Due to this, when the same force is applied to different objects, the objects with greater mass will change their motion less than the objects with less mass. The exact way that this change of motion occurs is described by Newton's second law, which states that the acceleration due to a force on an object is in the direction of that force, directly proportional to that force and inversely proportional to the mass of the object. This gives us a = k F/m, where a is acceleration, F is force, m is mass and k is a proportionality constant. The SI unit of force, the Newton (named after the man himself) is defined such that the proportionality constant k = 1. From this the law becomes a = F/m, which is often written as F=ma. Here F is the force in Newtons, m is the mass in kg and a is the acceleration in ms⁻². Newton's third law states that "For every action there is an equal and opposite reaction". This describes the fact that within a system, when one object interacts with another object, if object A applys a force F on object B in one direction, object B applies an equal force F in the opposite direction onto object A. The net internal force within that system is zero. These three principles construct a system which can explain most of the behaviours we observe in the universe. While it doesn't explain some extreme circumstances on the macro/human scale and most circumstances on the quantum scale, it is quite useful for day to day predictions.
