SIM cards are a key enabler for scam syndicates, allowing scammers to make calls that appear local. Currently, individuals can register up to 10 postpaid SIM cards per telco. But from Feb 28, they will be allowed to register only up to 10 across all telcos, as authorities tighten rules to prevent illicit use. In an earlier interview with Talking Point host Diana Ser, IMDA’s Hema Ramnani says SIM card limits are actively reviewed based on data. Since 2014, Singapore has limited individuals to three prepaid SIM cards across all telcos to curb scam calls. From Dec 30, 2025, scammers and recruiters of scam syndicates face mandatory caning. Scam mules who facilitate scams by providing SIM cards to criminals may also be punished with discretionary caning. Youths may face probation, be sent to a juvenile institution, such as a boys’ home or reformative training centre, be fined, jailed or also caned. Watch the full Talking Point episode. Scammers are now using numbers that appear to be local, making scam calls harder to spot than ever. Some scam syndicates even recruit teenagers as young as 15 to buy SIM cards for them. Those SIMs end up overseas — but the calls show up right on your phone as if they are coming from Singapore. From Dec 30, 2025, scammers and recruiters of scam syndicates will face mandatory caning. Singapore activated its largest coordinated cyber defence operation after hackers targeted the four major telcos. Minister Josephine Teo said on Feb. 9 the attack involved a sophisticated threat actor and was a deliberate campaign against Singtel, StarHub, M1 and Simba. The operation, called Operation Cyber Guardian, mobilised over 100 cyber defenders across multiple government agencies and telecom operators to contain the breach. Authorities said there is currently no evidence that customer data was stolen or that services were disrupted, but warned cyber threats remain a continuing challenge.
