Namibia will not bend its laws for foreign investors, Prime Minister Elijah Ngurare told parliament, defending the rejection of a proposed satellite internet licence. Dr. Ngurare was responding to opposition leader McHenry Venaani, who questioned the government’s handling of the decision, including the lack of a formal statement, the consistency of the 51% local ownership requirement and the impact on investor confidence. Prime Minister Dr. Elijah Ngurare said the move aims to ensure the country’s fuel supply is not disrupted should global shipping routes be affected. Responding to a question in the National Assembly from McHenry Venaani, leader of the Popular Democratic Movement (PDM), Dr. Ngurare said the government is considering various scenarios to safeguard Namibia’s fuel supply. Venaani raised concerns about instability involving Iran, Israel and the United States. He noted that Namibia relies on oil shipments passing through the Strait of Hormuz and asked whether the government has a contingency plan should the conflict disrupt global supply chains. Popular Democratic Movement MP Inna Hengari says Namibia’s slowing economic growth and rising debt servicing costs are placing increasing pressure on the national budget. Contributing to the debate on the Appropriation Bill 2026/27 in the National Assembly, Hengari noted that economic growth has been revised downward to 3.1%, while interest payments are projected to reach N$16.2 billion. She warned that debt servicing will consume nearly 18% of government revenue, limiting funds available for development projects. Hengari also raised concern that operational spending accounts for more than 75% of the national budget, leaving little room for infrastructure investment. The Acting Chief Executive Officer of the Namibia Students Financial Assistance Fund (NSFAF), Kennedy Kandume, has clarified that his resignation was a personal rather than a forced decision. This follows the reintegration of the fund in the Ministry of Education. Kandume emphasised that his exit was not prompted by any dispute or external pressure but rather by his decision not to transition into the ministry after reintegration took effect on 1 March 2026. Kandume, who has served as acting CEO since 2018, explained that one of his key mandates, alongside the NSFAF board, was to oversee the reintegration of the fund into the ministry. This process, however, experienced significant delays over the years. The delays, he says, were largely due to legislative hurdles, particularly the amendment or repeal of the governing Act. With the reintegration achieved, Kandume said he felt his mission had been fulfilled after an eight-year tenure during which he played a role in steering institutional reforms within NSFAF.
