Last week was defined by important engagements that carried both national and legislative weight. It began with the commemoration of Manila Bulletin’s 126 years of service to the nation, followed by my sponsorship speech on the National Education and Workforce Development Plan and the recommendations of EDCOM II. I joined committee hearings on tourism, social justice, and finance, and delivered a privilege speech on PhilHealth to stress urgent healthcare reforms. I also presided over the Committee on Culture and the Arts in a joint session with several committees to advance measures on education, environment, and fiscal policy, before closing the week with deliberations on local government and electoral reform. In Antique, programs and activities reached communities through our social support and local initiatives. These highlights reflect the work we carried forward. Education is a right—and books are where that right begins. Quality education starts early, and it starts with access to books. Reading is not just about learning words—it is how children learn to think, to imagine, to understand the world, and to believe in what is possible. This belief came to life during the blessing and launch of the parish library at the Our Lady of the Miraculous Medal National Shrine—a simple space built on faith, care, and the shared conviction that access to learning should never depend on circumstance. Led by the Library Renewal Partnership, in collaboration with the parish, and together with Caritas Philippines, the Catholic Bishops’ Conference of the Philippines, EDCOM II, and partners, this marks the first step toward building parish- and community-based reading spaces where access to books remains limited. I’m deeply grateful to ED @karolmarkyee of EDCOM II and Jude for their leadership and belief in building education from the ground up, to Fr Tito Caluag and Quintin of the Library Renewal Partnership for helping turn intention into action and making this first library possible. As we begin here, we look forward with hope and determination to next libraries that we will build together in the years ahead. If you’re nearby, please drop by. That was the truth I carried into the plenary when I rose to deliver my privilege speech on the K to 3 Foundational Learning and Nurturing Care Act. As Co-Chair of EDCOM II, I bear the Commission’s urgent findings that nearly half of our learners fail to reach grade level reading proficiency. This is a reality felt in homes and classrooms, where children move up each year but struggle to read their own modules or understand simple written instructions. Literacy is the gateway to all learning, and when children fall behind so early, they carry that burden through higher grades and into everyday life. In response, I filed Senate Bill No. 1853. The measure strengthens literacy, numeracy, and socio-emotional development during the critical years of Kindergarten to Grade 3, ensuring that every child begins their educational journey with a strong foundation. If the base is firm, the entire structure of education will stand. Through this Act, I want every Filipino child to grow in knowledge, skill, and character, ready to thrive and ready to build our nation’s future. @senateph
