SHTemporary Foreign Worker Program Updates – Effective April 1, 2026
LMIA applications under the low-wage stream will be impacted:
🔹 Stronger focus on youth recruitment
Employers must now demonstrate active efforts to engage and encourage young Canadians to apply.
🔹 Extended advertising period
Recruitment requirements have increased from 4 weeks to 8 weeks.
🔹 Support for rural employers
Businesses operating outside census metropolitan areas may benefit from greater flexibility, including increased caps (up to 15%). They will be able to retain current manpower.
🔹 Proof of advertisement returns (Agriculture sector)
For primary agriculture positions, employers must now provide documented proof of recruitment efforts before hiring temporary foreign workers.
These changes reflect a continued shift toward prioritizing domestic workforce participation while still supporting key sectors across Canada.
