PGSocial media personality Norman Mangusin, known online as Francis Leo Marcos, was arrested by the Philippine National Police Criminal Investigation and Detection Group on the basis of a warrant issued by the Parañaque Regional Trial Court Branch 294, according to NAPOLCOM Commissioner Ralph Calinisan. He was apprehended at a hotel and is facing a charge related to the unauthorized use of a Philippine National Police uniform.
The case stems from a photo that circulated on social media showing Mangusin wearing a ceremonial blue police uniform. PNP spokesperson Brig. Gen. Randulf Tuaño said the liability rests on the individual who wore the uniform, citing Article 179 of the Revised Penal Code on illegal use of uniforms and insignias. An online post had claimed that Police Regional Office Cagayan Valley Director Brig. Gen. Antonio Marallag Jr. lent the uniform, prompting an internal probe. Mangusin later denied wearing a police uniform and alleged that the image was edited. The case will proceed before the court that issued the warrant.
