Drawing from Ghana’s experience across fintech licence passporting, digital currency initiatives, and innovation offices, he emphasized the shift from rule-based supervision toward risk-based and principle-driven approaches that better reflect the realities of fast-changing financial technologies.
The key lesson central banks remain critical enablers of innovation, but only when regulatory frameworks are flexible enough to allow safe experimentation while maintaining trust and stability.
