UNFlock Safety is one of the largest ALPR vendors in the United States. Their cameras are installed for police departments, businesses, and HOAs. Captured vehicle data is uploaded to Flock’s cloud system, where participating agencies can search and share information across jurisdictions.
ALPRs are a serious risk to your privacy and civil liberties. These systems continuously record your movements without a warrant, probable cause, or even reasonable suspicion. Your driving history is rarely confined to the town or city where the cameras are installed. It’s typically shared with thousands of other agencies nationwide (secretly). Once the data is out of your community, you have no control over how it’s used or what rules apply, leading to instances of misuse.
Flock is not the only ALPR vendor, and other vendors still participate in similar practices.

Finally, here’s the story after so many failed attempts:
The flock-you project firmware wasn’t working in my area, so I was forced to write a modified version. Flipped from BLE-passive to WiFi, drove to known Flock spots, parked under an ALPR, waited for other cars to trip it.
12 probe requests from a single MAC across 50 seconds from a known Flock OUI: E4:AA:EA (Liteon Technology Corporation, Taiwan).
Digging into the frames, type is PROBE_REQ meaning the ALPR was in STA mode, not broadcasting its SSID. HIDDEN SSIDs!?!? SECURITY THRU OBSCURITY.
This OUI aligns perfectly with flock-you’s OUI txt file on their repo. Probes shot up right after I saw the IR strobe from the ALPR (confirmed w my camera) which means it was searching for its uplink network, which is what a Falcon/Sparrow does when trying to phone home.
So Flock ALPRs (at least in my neighborhood) do NOT need their SSIDs broadcasting constantly to be detectable.
Didn’t advertise any flock-* AP SSIDs, silent on all beacons from my scans. But continuously probing for its uplink hidden SSID in STA mode. That’s a new always-on signature right there…
Strongly hoping this helps raise awareness on this issue and helps other fellow security researchers… we’re all in this together. 🤞🏽🖤

OTAn automatic licence plate reader “blitz” conducted Wednesday was the first one in a while for the Ottawa Police Service, but it was far from the first overall.
In fact, Ottawa police have been using automated licence plate reader (ALPR) technology since 2016, so the number of scanned licence plates to date is likely quite high given that each camera can perform 5,000 scans an hour, with each plate compared against a provincial database to separate those that should be flagged for enforcement action from those that shouldn’t.

JAHow I modified the popular flock-you Flock Safety ALPR (Automatic License Plate Reader) camera detection firmware to facilitate reliable security research when BLE isn’t viable. This was all accomplished using a hyper inexpensive, open-source microcontroller known as an ESP32.
This modification to this repo disables BLE reconnaissance and replaces it with a dedicated, wireless promiscuous mode to reliably detect ALPRs using wireless transmissions, even when their SSID (Service Set Identifier, or the name of the WiFi) is hidden and cross-referenced obtained hidden SSID+MAC addresses to known Flock Safety OUIs (Organizationally Unique Identifier) and flags suspicious ones for you to triage later manually or leverage AI to do so.
