Shutter speed: between 1/10-1/15
Aperture: between f/8-f/16
ISO: 100
These are what I like to call recommendations, not guidelines or rules, because you need to experiment with what is possible with your camera or lens, and everyone has a different opinion on this.
When photographing, smoothly track the speed of the object or subject and gently move in any direction from the wrist to get this drag effect look.
