One of the cleanest ways to think about layer three in OT is this. The MAC address is the permanent name printed on the device and the IP address is the temporary address you give it on a specific network. In a home network the router quietly hands out IP addresses and you almost never think about it. On the plant floor that same mechanism can create real headaches when you have PLCs, drives, remote IO, safety controllers, and industrial PCs all sharing the same infrastructure. If a device suddenly becomes unreachable, is it because the cable is bad, the switch is misconfigured, or the IP address changed without anyone noticing As soon as you begin assigning static IPs to each device, you are taking responsibility for layer three. You need to understand which subnet you are on, which devices share that subnet, and what the default gateway should be if traffic must leave that local network. Add in routers or layer three switches and things can get confusing quickly if you only think of networks as flat collections of devices. This is where the OSI model becomes useful in real life. When IT says it feels like a layer three problem, they are usually pointing toward IP addressing, subnetting, or routing decisions, not your PLC logic. Above that, the transport layer quietly shapes the behavior of your data exchanges. TCP offers reliability and ordering at the cost of overhead, while UDP trades those guarantees for simplicity and speed. Many OT engineers never have to pick one directly, but knowing the difference explains why some traffic can tolerate loss and other traffic cannot. Most people hear the term IP address and immediately think of home WiFi or office laptops. On the plant floor that same concept becomes layer three of the OSI model and it quietly controls how every PLC, VFD, servo drive, remote IO rack, and safety device talks to everything else. The key insight is this. A MAC address is burned into the device by the manufacturer and never changes, while the IP address is assigned by you or by the network equipment. MAC is who the device is. IP is where it lives in the network right now. When something goes wrong in an OT network, knowing the difference lets you ask better questions. Is this a switch configuration problem, a routing issue, or simply two devices fighting over the same IP In OT environments nearly every ethernet capable device can have its own IP address. That is powerful but it also means there are many more ways to misconfigure things. A device can show up with a default address, an engineer can change it in the field, or a router can hand one out automatically. If you do not understand how layer three works, you end up chasing ghosts that are really just misaligned subnets or duplicate IPs. Once you begin to think in terms of routing tables, default gateways, and address plans, you see the network not as magic but as a system you can reason about. On top of that sits the transport layer, most often TCP or UDP. In many industrial devices you never explicitly choose the transport protocol but your applications certainly rely on it. TCP will make sure packets arrive and can retransmit if something is lost. UDP will simply send and not worry about confirmation. There are situations where each behavior makes sense. When people talk about networks they often jump straight into IP addresses and protocols, but on the plant floor the physical layer quietly decides whether anything works at all. In an office you have short patch cords, neat racks, climate controlled rooms, and premade cables that rarely move. In an industrial environment you are pulling ethernet cables through conduit, around machines, past high voltage feeders, through wet and dusty spaces, and into cabinets that slam shut all day. The result is a layer one that lives a very different life than an office switch. Crimps are not always perfect, shielding is not always ideal, and electrical noise is a constant companion. If you work in OT and you want to become the person who actually solves problems, you cannot ignore that physical reality. Before you blame a PLC or a SCADA server, you need to know how to inspect connectors, trace cables, look for tight bends, and recognize when a cable has been run right beside a high voltage line that is injecting noise into your packets. This is why layer one is one of the most important layers in our industry even if it is rarely discussed in meetings. Many intermittent communication issues are really physical problems wearing a software mask. Right behind that sits the data link layer. Every industrial device with an ethernet port has a MAC address printed somewhere on its body. PLCs, drives, IPCs, gateways, industrial controllers, they all live on the network as unique hardware identities long before you give them an IP address.
