We just wrapped up day 2 of the @alberta_municipalities Spring Municipal Leaders Caucus which brought together Mayors, Councillors, and Administrators from across the Province. It’s always great to come together with colleagues from across Alberta - when we do we are able to better align and coalesce our advocacy efforts to the Province with one voice. Advocacy is an important tool to elevate the voices and experiences of Edmontonians, particularly on issues that are outside the city’s jurisdiction. Alberta Municipalities is a key forum for this - I’m proud to be one of two @CityofEdmonton Councillors appointed to represent #YEG at this table. There are some big advocacy wins that we talked about during our Spring MLC, including the full reinstatement of Grants in Place of Taxes or GIPOT across the Province, the restoration of low-cost Municipal lending to support capital projects, and coming soon - a new Councillor Accountability Framework that will be tabled this spring with other changes to the Municipal Governance Act. This year, I also have the privilege of chairing the Municipal Governance Committee where we will continue to engage in policy discussions like these, providing feedback on critical legislative changes. Calgary pays double what Edmonton does for the provincial education property tax. Mayor Jeromy Farkas calls this an equalization transfer payment. He says it's not fair. But let's do the math. All residential properties in Alberta pay the same Education Property Tax rate. But Edmonton has 28% fewer properties assessed, and the average property values are 30% lower. A typical calgary home is $706k to Edmonton's $492k. In all, Calgary's total assessment of $457B more than doubles Edmonton's $220B. But even ignoring all that, this year Calgary will pay $1.2B in Education property taxes, and then receive $2.2B in operational funding to Calgary school boards. The wealth transfer is coming from inside the house!

Budget discussions for the next cycle are already underway - and groups seeking funding are reaching out. I campaigned on 0% tax increase. I stood on that in the last budget, and unless I hear otherwise from a majority of Ward 12 constituents that I hear from, that's where I continue to stand. I believe we could have reached zero without cutting essential services and core infrastructure, and that will continue to be my focus moving into this next budget cycle. The board is made up of residents who volunteer their time to hear these cases. Everyone enjoys discussing zoning bylaws—well, perhaps that’s not entirely true. In an ideal world, people could move into a neighborhood, perhaps purchase a home, and feel confident that the decision they made will not be dramatically altered by an unexpected change to local zoning regulations. Zoning policy is not something most residents want to follow closely. Instead, we prefer to trust that our elected officials will make thoughtful decisions and avoid changes that could significantly disrupt established communities. Unfortunately, in Edmonton, zoning is an issue residents increasingly feel they must stay informed about. Changes can have meaningful impacts on neighborhoods, and it is important for the public to remain engaged so they are not caught off guard by decisions made at City Hall.

Your 2026 property tax bill landed — and most of it wasn't written at City Hall. Here's the part that gets buried: the Alberta government sets the provincial education property tax rate, and the City of Calgary is legally required to collect it. No negotiation. No override. Calgary doesn't touch a single dollar of it — it flows straight to Edmonton. Your city council had nothing to do with the biggest slice of your increase. For a homeowner in a mid-range Calgary house, that provincial chunk adds up to roughly an extra $28 a month — stacking on top of mortgage costs, groceries, and two years of relentless cost-of-living pressure. Mayor Farkas is calling it out publicly. The structural reality backs him up. The rate was written into Alberta Budget 2026, tabled in February. The city sends the bill. The province wrote it.
