Kennedy had a citation for the President’s Award for Distinguished Federal Civilian Service, and at his side stood Frances Oldham Kelsey, a modest pharmacologist from Canada who had become a national hero. Just months earlier, she had refused to green-light thalidomide, a sedative that was already causing horrifying birth defects across Europe. Kelsey had joined the U.S. Food and Drug Administration in late 1960, bringing with her a doctorate in pharmacology and a determination to apply rigorous science to drug approval. When Richardson-Merrell submitted thalidomide for U.S. use, they touted studies showing no serious side effects. They assured the FDA that the drug was safe for pregnant women suffering from morning sickness. Kelsey, however, noticed gaps in the data. There were no long-term animal studies on fetal development and only small, uncontrolled trials in humans. Rather than rubber-stamp the application, she asked for more information, insisting on detailed studies of how the drug affected rapidly dividing cells. As Kelsey pressed for answers, disturbing reports streamed in from Germany and other European countries. Doctors were delivering babies missing arms or legs, and researchers began connecting these tragic outcomes to thalidomide. Richardson-Merrell pushed back, offering reassurances and new tests they claimed would clear their product. Kelsey remained unmoved. She set a strict timetable for submitting additional research, and each deadline passed with incomplete or inconclusive data. Without her intervention, thalidomide would have flooded American pharmacies in 1961. By early 1962, the link between thalidomide and birth defects was undeniable. Kelsey’s careful review had saved the United States from the scale of tragedy that struck Europe, where more than ten thousand infants were affected. When President Kennedy presented her with the award on that August morning, he praised her courage in the face of commercial pressures and her steadfast devotion to public safety. He congratulated her not just for protecting American families but for setting a new standard in drug regulation.
