With a long focal length like 8×, distance appears compressed. Objects in the background seem closer to the subject and move almost at the same rate across the frame. Because there is little relative motion, the brain interprets the scene as slower. With a wide focal length like 0.5×, distance is exaggerated. Objects close to the camera rush past while distant objects move much more slowly. This strong contrast in motion makes the exact same speed feel faster. Nothing about the speed changes.
