These photons act like tiny "kicks" that hit electrons inside a metal. For an electron to escape the metal, it needs to absorb enough energy from one photon to cover a "departure tax," which we call the work function. If the photon has more energy than this minimum requirement, the electron can use the extra energy to speed away from the surface. Since this process involves a one-to-one interaction, the speed of the escaping electron depends solely on the light's color (energy) and not on its brightness.
