It seems improbable that a Foreign Office official would have decided not to tell Ministers that Mandelson had failed the vetting, when the news came through. Finally, it seems inconceivable that PM Starmer would have lied about not knowing, when evidence will definitely exist - there will be a paper trail - about who knew what, when.
