While you DO need to be a powerful athlete to be a fast sprinter, maximum velocity sprinting itself is not exactly a high power activity (at least in the context of ground contact) 
 Power = F x V, but it’s important not to confuse high HORIZONTAL velocity & high VERTICAL force as high power (remember your vectors!). Power is also work divided by time. Work is force x displacement, & the vertical COM displacement during top speed sprinting is very small (only about 2.5-3cm during ground contact), so despite the short time interval, vertical power is still pretty low. @dancleather & Jon Goodwin in their book “Force 2” used data from Kuitunen et al. 2002 (with some assumptions) & calculated that average horizontal power of a 70kg athlete running close to 10m/s is only about 250W during ground contact (which is about what is needed to overcome air resistance). While this is might seem a bit nit picky, this DOES at least show us the unique requirements of max velocity, as evidenced by Vermeil’s classic correlations chart (notice how basically nothing translates past 40m. Also note the high correlations with acceleration performance) and highlights max velocity’s more reflexive, highly coordinative nature. While there are some GENERAL adaptations we can get in the weight room to improve speed like increasing tendon stiffness, muscle CSA, and some neurological coordinative aspects (some coaches have had success with hyper-specific short ROM, low tpV + eccentrically overloaded exercises to improve speed) among other things, there really aren’t any stimuli that can match maximum velocity. This, again, shows us that to get fast, you gotta run fast.
