If you want a simple answer, you got it! The best months are March and July. The worst are September and October.
But if you want a more detailed one, here it goes:
In theory, the wind season starts in late November and lasts until the end of August. But statistically, some months are better than the other. To make it simple, I'll put the percentage of windy days month by month:
November - 30%
December - 50%
January - 70%
February - 75%
March - 90%
April - 75%
