Coming right after he chases an alien no one else sees, it highlights how out of place Edwards is in the normal world and how frustrated he feels when the cops treat him like just another suspect. His exhaustion is real because Smith performed most of the chase himself, and the cops' confused reactions land so well because they didn't know exactly what he'd say. The moment perfectly captures J's chaotic, sharp-witted personality before he steps into the Men in Black world.
