From what I'm seeing, there are a couple of key infrastructure issues that came up, especially concerning the Dole company & from this video more:
• Wahiawa Dam (Oahu): This 120-year-old dam, owned by Dole Food Company, has been a major concern. It was built for sugar production and reconstructed after a collapse in 1921. Despite repeated warnings and deficiency notices from the state since 2009, and even a $20,000 fine for not addressing safety issues, the dam's transfer to the state for repairs hasn't been completed. During the recent floods, water levels in the dam reached critical levels, prompting thousands of evacuations in areas like Waialua and Haleiwa due to the "imminent risk of failure". While Dole has stated the dam continues to "operate as designed with no indications of damage", the public has expressed significant concerns about its long-standing neglect.
• Roads and Bridges (Maui & Oahu): The floods caused widespread damage to transportation infrastructure.
◦ In Kihei, Maui, sections of South Kihei Road collapsed, with exposed pipes and other infrastructure. One dramatic video showed a large section of the asphalt road collapsed at Kamaole Beach Park II.
◦ The Hana Highway on Maui was reduced to one lane due to multiple blockages, and Honoapiilani Highway was closed for bridge integrity assessments.
◦ In Olowalu, West Maui, a reservoir failure sent floodwaters over a small house and damaged local water infrastructure.
◦ On Oahu, streets in Haleiwa were severely flooded, and many homes, roads, and utilities were submerged across different areas.
It's clear that these floods have not only caused immediate damage but also brought to light long-standing issues with aging infrastructure, particularly the Wahiawa Dam and its management by Dole Food Company.
