The 2013 study, led by researchers Sendhil Mullainathan and Eldar Shafir, tested cognitive performance across populations experiencing resource scarcity. The deficit was not a trait of the people. It was a measurable effect of the scarcity condition itself. When the condition was resolved, the deficit resolved. A practitioner described the experience as knowing exactly what she needed to do and being unable to do it without understanding why. She had the plan. She had the time. The execution would not initiate. She attributed it to resistance.
