🫡🫡🫡✈️ EASA CAMO vs EASA Part-145 vs FAA Regulations: What’s the Structural Difference? As an aerospace engineer working in aircraft maintenance and airworthiness environments, I’ve been revisiting the fundamental differences between the European (EASA) and U.S. (FAA) regulatory frameworks. Both systems ensure safety. But their structure and philosophy are very different. Under EASA EASA formally separates Continuing Airworthiness Management from Maintenance Execution. CAMO (Part-CAMO) is responsible for: • Aircraft Maintenance Programme (AMP) control • Airworthiness Directive (AD) monitoring • Technical records management • Reliability programs for commercial air transport • Airworthiness Review and ARC issuance CAMO manages airworthiness. It does not perform maintenance. Part-145 organisations: • Perform line and base maintenance • Issue Certificates of Release to Service (CRS) • Operate under an approved MOE and quality system There is a clear organisational separation between management and execution. Under FAA The FAA framework does not include a standalone CAMO structure. Instead: • The Owner or Operator holds primary responsibility for airworthiness • Part 121 and 135 operators implement a Continuous Airworthiness Maintenance Program (CAMP) • Maintenance is performed under Part 43 and Part 145 Repair Stations • Required inspections replace the EASA ARC concept There is no equivalent to the EASA Airworthiness Review Certificate. Core Difference in Philosophy EASA is system-driven with mandated organisational separation. FAA is operator-centered with direct accountability on the certificate holder. Understanding these structural differences is essential when working across jurisdictions or within multinational fleets. Few people are talking about the bottleneck that is already slowing aircraft growth — especially in business aviation. Aircraft can be purchased. Pilots can be trained. Capital can be raised. But you cannot quickly create: • experienced CAMO managers • Form 4 postholders • ARC signatories • competent Compliance Monitoring Managers • SMS leaders who truly understand regulatory accountability • Part-145 production planning professionals • people ready to take legal responsibility under EASA/FAA frameworks And without them — aircraft simply do not fly legally. The real constraint is no longer hardware. It is regulatory competence. We are entering a phase where: • aircraft availability depends on approval capacity • growth depends on regulatory depth • and operational resilience depends on people who understand the system — not just the aircraft The uncomfortable question: Are we investing enough in developing regulatory professionals — or are we still focused only on pilots and engineers? Because without CAMO & compliance depth, expansion becomes fragile. And fragile growth in aviation is expensive.
