What you’re seeing is an articulatory synergy. This is part of motor speech development when different speech structures, like the jaw and lips, work together as a coordinated unit (Kelso, 1995).
Early speech is heavily supported by jaw movement (Green et al., 2000), which is why these types of sounds emerge first! Through maturation and refinement, the lips and tongue begin to move controlled and with less reliance on jaw assistance.
