The reasons, 1. international students applications has increased over the past few years. There are various reasons for that. US, UK , Canada doesnt attract international students anymore, so Germany is being seen better and cheap option since the universities dont charge tuition fees. So more applicants means fierce competition and strict selection criteria. 2. Its getting difficult financially as well. Some universities charge tuition fees from NoN EU students now. Not all but few of them, but this trend is being seen slowly. On top of that now some universities have started charging application processing fees from Non EU students, which was zero few years ago. Now the financial burden has increased on students, managing tuition fees, blocked account, APS, application fees, etc. So what you need to do, if you plan to apply, research properly , there are unis with no such fees as well. So its possible. Look for updated info and rely on official websites information.
