Agriculture at the heart of the conversation!🏛️🌱 California Farm Bureau was proud to co-host the California Gubernatorial Candidate Forum: Affordability and Rural California at Fresno State. Candidates from across the political spectrum discussed big issues impacting farmers, ranchers and rural communities, including water, regulation, energy, food costs and the long-term stability of agriculture. There was recognition that some well-intended policies have had unintended consequences, including the 2016 agricultural overtime law that many on the stage agreed has resulted in “farmworkers earning less—not more.” California Farm Bureau is working toward solutions, including SB 921, to help increase opportunities and earnings for farmworkers. California agriculture has long been tied to global markets. During the Mission period and Gold Rush eras, to citrus and wheat booms of the 1800s, California has always been part of the world economy. Today that legacy continues. California now exports more than $23.8 billion in agricultural goods annually, with exports rising 6 percent in 2024 alone. The state produces about 80 percent of the world’s almonds, along with leading shares of pistachios, walnuts, and other high-value crops that reach markets from China to the European Union. Agricultural exports have grown roughly 20 percent over the last decade, shifting from traditional staples like rice and cotton to high-value nuts and fruits that generate billions in revenue. But water remains the defining challenge. Persistent drought and aging water infrastructure have reduced surface water deliveries by as much as 41 percent in dry years, forcing farmers to rely heavily on groundwater. The 2021 drought alone cost California agriculture $1.7 billion and roughly 14,000 jobs, as fields were fallowed and production declined. Looking ahead, some projections estimate that up to 900,000 acres could be taken out of production, reducing annual revenue by about $2.5 billion as growers shift toward less water-intensive crops. New groundwater rules under the Sustainable Groundwater Management Act aim to reduce overdraft in places like the San Joaquin Valley, but without improved water storage and aquifer recharge, California’s agricultural leadership faces serious pressure. In 2016, California passed AB 1066, requiring farmworkers to earn overtime after 40 hours. Agriculture doesn’t follow a typical 9–5 schedule. When crops are ready, the work has to happen quickly, often within narrow harvest windows. Some farms responded by cutting worker hours to avoid overtime costs, which meant fewer hours in the field during critical harvest periods. Now lawmakers have introduced SB 921, a bill that would offer farms a tax credit to help offset overtime pay for farmworkers. The hope is to support both the workforce and the farms that rely on them during peak harvest. Agriculture runs on seasons. Throughout the day, board members met with legislators and staff to discuss key issues impacting California agriculture, including water, labor, ag technology, wolves and the wine industry. The day concluded with an evening reception, providing an opportunity to connect, reflect and recognize State Treasurer @FionaMaCPA as a Champion of Agriculture. This is just the beginning. Some lawmakers think the staff reductions are hampering farmers’ ability to access programs. What steps are you taking to improve the times?We are committed to ensuring farmers have robust access to USDA programs. This includes supporting local USDA offices and ensuring staff are well equipped to meet demands. We will never compromise frontline service and will continue to prioritize staffing and resources that put farmers first.USDA is also seeing an increase in the demand for our guaranteed and direct lending programs, and we are meeting that demand with an increase in the dollar amount and volume of loans made by FSA. In 2025, the number of loans increased by 11%, and the amount of dollars obligated increased by 19% compared to 2024. Non-real estate lending for FSA increased 24% in 2025, an overall jump of nearly 50% from 2023 levels.Bigger picture, we are also looking to modernize access to these programs later this year.

When I hear that this administration supports farmers while I see them struggling, I turn to the math. 🧮 Let’s do some math this week, shall we? In April 2025, the USDA canceled the Partnerships for Climate-Smart Commodities — a $3.1 billion program with 135 projects, 14,000 farms enrolled, and 3.2 million acres of working land in conservation practices. Cover crops. Soil health. Reduced tillage. No-till. The farmers doing the work regenerative agriculture asks of them. 43% of them were small and underserved producers — specialty crop growers, beginning farmers, first-generation operators doing it the hard way. They called it a slush fund. Eight months later, they announced a $700 million Regenerative Pilot Program. Same practices. Same farmers. New name. Rollins. RFK Jr. Dr. Oz. Big room. Much smaller number. Besides the major reduction in the amount of money available, here’s what they didn’t say at that press conference: the Natural Resources Conservation Service (NRCS) — the agency that administers both programs, the people who sit across the desk from farmers and help them apply, plan, and access federal dollars — lost 22% of its staff in 2025. Nearly 1 in 4 people. Gone. At the For Farmers Movement, we’ve received 875 applications from farmers in 50 states over four years. 69% of those requests are for infrastructure and equipment — exactly what federal conservation programs are supposed to help fund. Our farmers aren’t applying to us instead of USDA. They’re applying to us because USDA isn’t reaching them. $3.1 billion out. Just $700 million back in. A quarter of the delivery staff gone.
