Paragon’s signature product, Graphite, can infiltrate smartphones, access encrypted apps such as WhatsApp and Signal, retrieve cloud data, and even record audio remotely. Rights groups warn the technology poses a severe threat to privacy and free expression. The spyware has previously been deployed against journalists, activists, and migrant advocates in Europe, prompting concern that ICE could now employ the same invasive tools within the United States.
