I.OSPF Neighbor Adjacency doesn’t just happen automatically — it requires multiple parameters to match between routers.
Before two routers reach the FULL state, they must agree on:
Area ID
Subnet Mask
Hello & Dead Timers
Authentication Type
Network Type
MTU Size
Unique Router ID
Stub Area Flag
A mismatch in any of these can stop adjacency formation and leave your neighbor stuck in EXSTART or INIT state.
