Third: Al-Bayniyyah (Moderation)
Linguistically: It means being in between two things.
Technically: It is when the letter lies between Shiddah (complete stoppage of sound)* and Rikhāwah (complete flow of sound); part of the sound is held back, and part flows.
The Bayniyyah letters are gathered in the phrase (لِنْ عُمَر) — letters that have a balance of strength and softness, hence called the letters of Bayniyyah.
