United Arab Emirates (banned and listed as terrorist in 2014).
Bahrain (treats the group as a terrorist organization and has backed Gulf bans).
Syria (outlawed since 1980 under Law 49, with membership punishable by death).
Libya (the Tobruk-based parliament has listed it as terrorist).
Europe and Eurasia:
Russia (banned and designated terrorist by its Supreme Court in 2003).
Austria (placed on a terrorism-related blacklist and effectively banned in 2021).
Central Asia:
Tajikistan, Kazakhstan, Turkmenistan, and Uzbekistan have also banned or listed the Muslim Brotherhood as a terrorist group.
Many other countries restrict or monitor local Brotherhood-linked groups without a full national ban.
The United States has not banned the Muslim Brotherhood as an organization.
Instead, there have been repeated legislative efforts and policy debates about designating it a Foreign Terrorist Organization, including bills such as the “Muslim Brotherhood Terrorist Designation Act.”
This bipartisan effort is led by Congressmen Jared Moskowitz and Mario Diaz-Balart, but these have not resulted in a blanket, formal U.S. designation of the entire group.
Senator Ted Cruz has repeatedly pushed legislation to have the Muslim Brotherhood formally designated as a Foreign Terrorist Organization, which would effectively ban it at the federal level.
