GLActually apart from using commercial add-ons for Blender, for extracting 3d depth from flat images, you can use Stable Diffusion with the Depth Map script installed.
p.s. Then simply displace the hell out of it in Blender to create intricate bas-reliefs, sculpted patterns and what not.
