This Scene is from the Fire force anime season 1 episode 8. The man named Rekka Hoshimiya was a corrupt lieutenant in Special Fire Force Company 1 and a secret member of the White-Clad cult. He was responsible for kidnapping children and experimenting on them using "bugs" to force them to spontaneously combust in a trial-and-error attempt to find individuals with the rare Adolla Burst ability. He was beating Maki and the kids, then Shinra senses her and saved her from Rakka.
