REMahalo to HDOT, Earthjustice, and Our Children’s Trust for the hours you’ve already poured into turning the Navahine settlement from a court document into real-world progress. Your early collaboration—especially the decision to seat young people at the table through the new Youth Council—shows the kind of leadership Hawaiʻi will need over the next two decades. I’m genuinely excited to watch that council become a training ground for the next generation of local place-based, culturally grounded climate-smart planners, engineers, and community organizers.

The settlement puts us on the same path many places have already walked. By leaning hard into renewables and electric mobility, they’ve lowered household energy bills, cleaned up city air, and made cycling, transit, and everyday errands easier and cheaper. It turns out that slashing emissions and boosting livability can go hand in hand—provided government policy keeps working families front and center.
That’s the piece we have to get right here at home. We’ve long been locked into our addictive car culture, and the communities that breathe the tailpipe fumes and shoulder the fuel costs are usually the same ones hit hardest by housing prices and low wages. The Westside of O’ahu came up a lot in today’s hearing. And those folks are right -if we let the EV transition unfold on autopilot, the first benefits will flow to affluent early adopters, leaving everyone else stuck with high gas prices and second-hand pollution.
So yes, we still need more laws—ones that bake affordability, labor standards, and environmental justice into every electrification dollar we spend. The Navahine settlement is the launchpad; the Legislature’s job now is to pass the guardrails that make sure the ride is fair for everyone. If we do that, Hawaiʻi can enjoy the same affordability and livability gains we’re seeing elsewhere, so that we can keep our local working families in Hawai’i.

STATUS AS OF: Sunday, March 15, 2026 | 8:00 AM
INCIDENT: Kona Low Storm Damage & Flooding
The Hawaiʻi Police Department and HDOT have issued the following updates regarding road conditions. Heavy rain continues across the island, and a Flash Flood Warning is in effect for the entire island until 9:30 PM tonight.
📍 RECENT ROAD CLOSURES (STILL ACTIVE)
HUALĀLAI ROAD (KONA): CLOSED between Kakalina St and Hienaloli Rd due to roadway damage. Both lanes closed for the next several hours.
WOOD VALLEY ROAD (PĀHALA): CLOSED at the East End due to significant road damage. No alternate routes available.
QUEEN KAʻAHUMANU HWY (HWY 19): CLOSED between Hāpuna Beach (MP 67) and Maunalani (MP 69) due to flooding.
ALIʻI DRIVE (KONA): Village (Pier to Sarona Rd) and Bypass (Halekiʻi to Nāpōʻopoʻo) remain CLOSED due to extreme flooding.
HWY 11 (KAʻŪ): CLOSED between MP 56 (Punaluʻu) and 62 (Kaʻū Baseyard) and at MP 65-66 (vicinity of Kaʻalualu Rd) due to flooding.
✅ REOPENED ROADS
HWY 11 (GLENWOOD): Reopened at Mile Marker 22 (North Glenwood Rd).
AKONI PULE HWY (ROUTE 270): Open at Mile Marker 4 (Kawaihae).
⚠️ CRITICAL SAFETY REMINDERS
FLASH FLOOD WARNING: In effect for the entire island until 9:30 PM Sunday. Rain falling at 1–3 inches per hour. Flooding is life-threatening.
HIGH WIND WARNING: All districts remain under a High Wind Warning (Gusts to 70 MPH).
POWER OUTAGES: Approximately 19,000 customers are currently without power. Stay clear of all downed utility lines.
COUNTY CLOSURES: All non-emergency County offices, transfer stations, and parks remain CLOSED through Sunday.

KRMAUI LONG TSA LINES: The general TSA line at Kahului Airport snakes outdoor and down the walkway. TSA and HDOT tells me it’s simply because the influx of visitors traveling through OGG during the 10am-2pm time period. DOT will be putting up temporary shading to provide coverage for the outdoor line. Some people in line arrived three to four hours before their flight and have waited over an hour so far. COHeads up, Kalihi neighbors! Major lane closures are coming as part of the HDOT H-1 Widening Project.
🚧 There will be a 24/7 full lane closure on Beckley St. starting Monday, August 11 until the end of the year. Access is limited to local traffic ONLY & affected residents will have no driveway access during this period.
🚧 Later this year, Gulick Ave. (between Pahukui St. to Beckley St.) will also have a 24/7 Full lane closure for 3 months. Time period TBD.

DA📢 Public Feedback Needed on HDOT’s Climate Resilience Plan
The Hawai‘i Department of Transportation (HDOT) has released its draft Climate Adaptation and Resilience Plan, a proposal that outlines major transportation changes through 2045.
As Chair of the House Transportation Committee, I’m urging all residents to review the plan, attend a virtual info session, and submit feedback, whether you agree, disagree, or have suggestions to improve it.
🛣️ Some of the proposals include:
• A 20% reduction in vehicle miles traveled (VMT)
• Statewide shift to electric vehicle infrastructure and fleet electrification
• A proposed 75% reduction in cruise ship tourism
• Transitioning air and sea travel to sustainable fuels
• Market-based tools (like pricing mechanisms) to limit fossil fuel use
These proposals could significantly impact our cost of living, tourism economy, and daily transportation access. Your input is vital.
