Their third album, The Battle of Los Angeles, had just debuted at #1 on the Billboard charts, making them one of the few politically radical bands ever to top the mainstream. At a time when nu-metal dominated radio and alternative rock was becoming increasingly commercial, Rage stood apart — militant in message, uncompromising in sound, and willing to bring confrontation onto national television. “Testify,” the opening track of the album, was written as an attack on political corruption, media influence, and corporate control in late-90s America. Musically, the band combined rap, metal, funk, and industrial elements into a style no other group was using at the time. The song is built in drop D tuning, with Tom Morello constructing its signature sweeping sound by harmonizing the guitar with a DigiTech Whammy pedal, adding slap-back delay, and slowly shifting a wah pedal between bass and treble frequencies. During the solo section, instead of playing a traditional lead, Morello removes the guitar cable from the input jack and taps it directly against the bridge while manipulating the Whammy and wah pedals, creating a stuttering, scratching effect that resembles turntable techniques. The next day the band rigorously worked on the song. From a lyrical standpoint Zack De La Rocha chants the line “Fuck you, I won’t do what you tell me” along with other lyrics that were inspired by the Rodney King case where after a high-speed police chase the suspect King was beaten by several law enforcement officers, and the subsequent 1992 Los Angeles riots sparked by the acquittal of the officers involved.⁣ The song’s refrain “some of those that work forces are the same that burn crosses” was a lyrics that introduces links between the Los Angeles Police Department and the Ku Klux Klan.
