Section 39A didn’t appear out of nowhere. It replaced the controversial 16B and followed earlier land-use changes that already weakened safeguards. Each amendment was called procedural. Technical. Necessary.
But together, they shift the ground beneath us.
Section 39A allows land-use conversions across plans with fewer barriers, opening the door for green zones to become settlement zones, for hills to become projects, for forests to become files.
And once that line is crossed, it does not return.
Goa is not surplus land.
It is forest canopy, laterite plateaus, khazan lands, rivers that recharge our wells, ecosystems that protect our future.

Section 39A was passed with very little public discussion.
Most Goans did not know what it allowed until after it was already in place.
