As promised, here’s a video of what is required to preform an ETOPS pre departure check and the criteria that certifies the aircraft.
Just for some more information here is the requirements in the The requirement in 14 CFR 121.161 is for two-engine aircraft to stay less than 60 minutes from an adequate airport at a one-engine inoperative, standard condition, still-air cruise speed.
To operate with a longer diversion time and a more direct routing between some city pairs, special procedures for maintenance, flight operations, dispatch, aircraft and passenger protection, aircraft configuration and reliability must be done.
The ETOPS Maintenance Program, as specified in this section, supplements the Continuous Airworthiness Maintenance Program (CAMP). This manual is used by all Maintenance personnel involved in ETOPS.
The ETOPS Maintenance Program is designed to prevent flight diversions and for the protection of the aircraft, crew and passengers if a diversion becomes necessary. Procedures in this section decrease the probability of a diversion and make sure that a diversion can be safely made if necessary.
