1. The Counting Setup
Round-Wise Counting: Votes are typically counted in multiple rounds. Each round usually involves 14 EVMs, one for each counting table in the hall.
The Counting Team: Each table is manned by a Counting Supervisor, a Counting Assistant, and a Micro-observer (often a Central Government employee). Candidate agents sit behind a wire mesh or barrier to observe every step without touching the machines.
2. Verification of Seals
Identity Check: Before counting begins, the unique ID number of the EVM Control Unit (CU) and the integrity of the green paper seals and thread seals are verified against the records (Form 17C) created at the polling station.
Agent Approval: Candidates’ agents are shown the seals to confirm they have not been tampered with since the end of polling.
3. Displaying the Result
Activating the Machine: Once verified, the seal over the "Result" section of the Control Unit is removed.
Pressing the Result Button: The official presses the "Result" button on the CU. The LED display then sequentially shows:
The total number of votes polled in that specific machine.
The number of votes received by each candidate in the order they appeared on the ballot.
Recording: The figures are recorded on a counting sheet (Part II of Form 17C). The counting supervisor, assistant, and candidate agents sign this sheet to verify the numbers.
4. Round Compilation
Tabulation: The data from all 14 tables in a round is compiled. The Returning Officer (RO) announces the round-wise totals, which are then updated on digital displays and shared with the media.
Progressive Totals: This continues round by round until all EVMs for the constituency have been processed.
