A circle feels big or small depending on what is around it. In the primary visual cortex, both circles are processed as equal. But in higher visual areas, context changes how we perceive them. In the dynamic version, the center circle feels like it is changing size. In reality, only the surrounding circles are changing. Perception is not reality. It is the brain’s best guess. This is called the "aperture problem" in visual neuroscience. Yellow is processed faster than blue due to cone cell differences in the retina — which is exactly why these two colors produce the strongest effect.
