HALKY in 2000 on how multiculturalism cannot be rushed and everyone needed to be carefully integrated into the whole.
He believed that multiculturalism needed careful planning and implementation. It couldn’t be rushed, forced or left to chance, especially in a small, vulnerable, multi-ethnic state like Singapore.
He argued that different communities had to be integrated into a common framework not by erasing their identities, but by bringing together incentives, daily interactions, and shared rules so trust could build over time.
Singapore managed this volatile mix through policies, such as integrated public housing, bilingual education, strict laws against communal agitation, and a strong neutral state. These policies aimed to prevent ethnic enclaves and create healthy politics while maintaining cultural distinctiveness.
In contrast, he was skeptical of Western multicultural models that assumed immigrants would easily give up old loyalties and fit into a homogenous melting pot without proper integration structures. He warned that such careless approaches risked creating parallel societies, declining trust, and identity politics. instead asserting that high-trust multiculturalism had to be created, enforced, and constantly renewed, not simply hoped for.
How should countries with culturally and ethnically diverse demographics manage multiculturalism? Though careful engineering or assuming they will simply blend over time?
