The "Gujral Doctrine" is often lauded as a peace initiative, but critics highlight its severe cost to Indian intelligence. When I.K. Gujral became PM in the late 90s, he reportedly ordered RAW to dismantle nearly its entire covert network in Pakistan, supposedly for "goodwill" and trust-building. Decades of work—including deep-cover agents, human sources, and patiently built assets inside Pakistan—were quietly shut down. Ex-RAW officers later asserted that India lost its "eyes and ears" just before the Kargil War. Assets vanished and were never heard from again. In the 2000s, a British company called De La Rue, one of the world’s largest currency printers, supplied currency paper and security threads to India. In 2010, Indian intelligence reportedly found that certain security features were compromised, leading to a surge in high-quality fake currency (“super notes”) that were extremely difficult to detect — even by ATMs. Following this, India blacklisted De La Rue. However, concerns remained that sensitive currency-related technology may have been exposed. Many analysts later linked these issues to broader economic security concerns, and some believe this was one of the hidden factors behind India’s 2016 demonetisation move. Today, India has shifted towards “Make in India” currency production, strengthening security and reducing dependency on foreign suppliers.
