Use an ellipse tool to add a shape and turn its fill to gradient.
Duplicate the shape, and invert the gradient.
Select all layers and convert them to a smart object.
Add some Gaussian blur and go to Filter Gallery.
Select Distort, Glass and upload the texture.
For a texture, create a rectangle shape with a gradient and duplicate it till it looks like this. Save as a Photoshop project.
Here you can customize the distortion till you like the result.
