On Sunday, protests against Section 39A of the Town and Country Planning (TCP) Act intensified in Panaji, as hundreds gathered to demand the scrapping of the provision that enabled the conversion of village land in Palem-Siridao from a non-settlement to a settlement zone. Supporters rallied behind St. Andre MLA Viresh Borkar of the Revolutionary Goans Party, who has been fasting in protest. Demonstrators raised slogans and voiced concerns that approximately 84,000 square meters of land had been reclassified without adequate public consultation. The renewed momentum followed events on Saturday, when police removed Mr. Borkar and several villagers from outside the TCP office after they staged an overnight protest. The legislator alleged that officers physically dragged and lifted him from the premises despite his status as a sitting MLA. He subsequently submitted a formal breach of privilege notice to the Speaker of the Assembly, seeking action against the police officials concerned for what he described as a violation of legislative privilege. On Saturday, TCP Minister Vishwajit Rane said the government would not revoke the land-use order. He stated that laws are made in the Assembly, not on the streets, termed the protest illegal and dismissed the demonstrators as blackmailers. Addressing the gathering on Sunday, Leader of Opposition Yuri Alemao said elected representatives have the right and duty to raise public issues. He alleged the government has turned Goa into a “Ravan Rajya” and claimed the state had been “sold out.” He further accused the TCP of implementing zoning changes on a “case-to-case and case-to-suitcase” basis. Goa Forward Party President Vijai Sardesai also met Mr. Borkar and condemned the alleged assault on him, describing the police action as “Salazarshahi,” a term evoking authoritarian rule. He demanded strict action against the police inspector involved and called for accountability over the handling of the protest.
